Diagram: Special consultative procedure

The diagram describes a four-step process for councils to consult the public on a council proposal.

These steps are:

First, the council prepares a statement of proposal. This proposal sets out what the council proposes to do, the timeframe for carrying it out, the estimated costs of the project, and the implications of any decision. The proposal includes a summary that gives a fair outline of the main points.

Second, the proposal is made available to the public. It is put on the agenda of a council meeting. Copies of the proposal are also made available for public inspection at places the council considers necessary so that all ratepayers and residents can have reasonable access to it.

Third, the council gives public notice of the proposal. This notice explains how people can obtain either the summary or the full proposal. It also gives the time period for making submissions. This time period has to be at least one month from the date of the notice.

Fourth, the council considers the submissions. It must make sure that everyone who makes a submission recives a written acknowledgement, and has a reasonable opportunity to be heard. If the submission is made by email, the acknowledgement may be by email as well.
